Robert Foss has been named vice president
of gas operations for Atlanta Gas Light Company.
Foss most recently served as vice president of supply
for Shell Energy.
American
Electric Power has named Thomas J. Kalb to
the new position of managing director, project finance-wholesale.
Prior to joining AEP, Kalb was director of Energy
Capital Group, a division of Enron North America.
Avista
Advantage, an affiliate of Avista Corp., announced
two executive changes. Gerry Crooks, one
of the company's founders, will move to the newly
created position of founder and chief strategic
officer. Harry Stephens has been appointed
to the position of president and CEO.
Carol
M. Chinn has been appointed president and CEO
of Georgia Transmission Corp. Chinn replaces Julian
Brix, who last year announced his plans to retire.
Currently, Chinn is vice president for system planning.
Brix brought Chinn to the board in 1999 to head
the system planning division.
Robert
M. Flavin has been named to the new position
of vice president of accounting and administration
for CMS Marketing, Services, and Trading, the energy
marketing unit of CMS Energy Corp. Previously, Flavin
was senior vice president with Coast Energy Group.
Additionally, William T. McCormick Jr., chairman
and CEO for CMS Energy, has been appointed by U.S.
Secretary of Energy Spencer Abraham to serve on
the Department of Energy's Electricity Advisory
Board.
Dynegy
promoted Matt K. Schatzman from president
of energy trading to president and CEO of Dynegy's
energy convergence business. Schatzman joined the
company in 1990 as director of transportation after
spending three years at Trancontinental Gas Pipe
Line Corp. Cliff Hare, formerly senior vice president
of marketing and origination for the southeast,
has also been promoted and will replace Schatzman
as president of Energy Trading. Hare joined Natural
Gas Clearinghouse, Dynegy's predecessor company,
in 1987. Additionally, Glenn F. Tilton, vice
chairman of the ChevronTexaco Corp. board of directors,
and John S. Watson, vice president and CFO for ChevronTexaco,
have been elected to the Dynegy board of directors.
Steve
Frank, chairman, president, and CEO for Southern
California Edison, has announced his retirement.
Ted Craver, formerly senior vice president
for Edison International, has been elected executive
vice president of Edison International. Al
Fohrer, previously president and CEO of Edison
Mission Energy, has succeeded Frank as chairman
and CEO of SCE. Bob Foster, previously senior vice
president of external affairs for both SCE and Edison
International, has been elected the new president
of SCE. Willie Heller, formerly senior vice
president of Edison Mission Energy, was elected
CEO of EME.
FERC
Chairman Pat Wood, III announced two appointments.
Edward M. Meyers of the District of Columbia
Public Service Commission has been selected to head
FERC's new Division of State Relations. Magalie
Roman Salas has been appointed as secretary
of the Federal Energy Regulatory Commission.
Dynegy
Inc. named Marian Davenport senior vice president
of legislative and regulatory affairs. She formerly
served as division president, commercial operations
of Dynegy Global Communications. Davenport joined
Destec Energy in 1986. She joined NGC, Dynegy's
predecessor company, when Destec was acquired by
NGC in 1997.
Charles Trabandt, former FERC
commissioner, has joined Charles River Associates'
Washington, D.C. office as vice president in the
firm's electric utility restructuring & strategy
practice.
Puget Energy elected Stephen P. Reynolds
as its president and CEO. Reynolds succeeds William
S. Weaver, who announced last summer his plans
to retire after more than 30 years with the company.
As president and CEO of Reynolds Energy International
since 1998, Reynolds has run his own energy advisory
business.
Joseph Hirl has been named senior
vice president of trading and marketing for Progress
Ventures, a subsidiary of Progress Energy. Hirl
joins the company from Enron, where he was most
recently president of Enron Japan.
Fred E. Springer and Roger
E. Smith have joined Donald F. Santa, Jr.
in Troutman Sanders' Washington, D.C. office. Springer
served as director of FERC's Office of Hydropower
Licensing, and director of the Division of Hydropower
Administration and Compliance. Smith served as senior
regulatory counsel for the California Independent
System Operator.
