Cinergy Corp. named Sherrie N. Rutherford vice president of special projects for Cinergy Services Inc. Rutherford formerly served as vice president and general counsel for the pipeline group and trading operations, and associate general counsel for Reliant Energy Wholesale Group.

Philip R. Sharp, a former Indiana Congressman, will serve as advisor on consumer choice and energy deregulation at Columbia Energy Group. Sharp is a lecturer in public policy at Harvard University's John F. Kennedy School of Government and a member of the U.S. Secretary of Energy's Advisory Board.

Paulo V. Ferraz Pereira and Frank Savage were elected to Enron Corp.'s board of directors. Ferraz is president and chief executive officer of Meridional Financial Group, and Savage is chairman of Alliance Capital Management International.

Fernanda F. Young, Ph.D., a senior official with the Immigration and Naturalization Service, was appointed chief information officer of the Federal Energy Regulatory Commission. Young replaces Katie Hirning, who now is the White House deputy director of the National Partnership for Reinventing Government under Vice President Gore.

The National Council on Competition and the Electric Industry elected Craig Glazer, commissioner of the Ohio Public Utilities Commission, the new chairman of the Council's steering committee. The Council also appointed Richard Cowart, recent chair of the Vermont Public Service Board, its executive director.

Thomas A. Geoffroy was named assistant vice president of Chesapeake Utilities Corp. Geoffroy previously served as the company's Florida regional manager.

Oregon Public Utility Commissioner Joan H. Smith was appointed chair of the telecommunications committee for the National Association of Regulatory Utility Commissioners. Smith replaces Montana Commissioner Bob Rowe, who resigned the post to become NARUC president.

Calpine Corp. promoted Robert T. Hepple and Curtis A. Hildebrand vice presidents of project development. Hepple will continue to manage the Calpine/Bechtel Bay Area Power Program, and Hildebrand will manage the development of the Bay Area Power Program's Metcalf Energy Center.

Ronald E. Seeholzer was named director of investor relations of global energy company USEC Inc. Previously, he held a similar position with FirstEnergy Corp.

FirstEnergy Corp. promoted Kurt E. Turosky, former director of pricing and regulatory affairs, to manager of investor relations. Turosky has been with FirstEnergy since it was formed by the merger of Centerior Energy and Ohio Edison Co.

American Electric Power named Stuart Solomon its West Virginia president and John F. Norris Jr. senior vice president. Solomon is the former project director for Central and South West Corp.'s Restructuring Readiness Project, and Norris previously was president and chief operating officer of the American Bureau of Shipping Group Inc.

In addition, executive vice president Dr. James J. Markowsky will retire Feb. 1 after 28 years with AEP. His contributions to engineering were recognized in October with his election to the National Academy of Engineering.

Klaus Voges was named president of the power generation group of Siemens AG. Since August he has been a member of the group's managing board.

David Hooker was named general manager of Aquila Energy's new group, Natural Gas Partners Development, formed to develop midstream natural gas assets. Prior to joining Aquila, Hooker was vice president and chief operating officer for Market Hub Partners.
