Alan R. Caron was named to the new position of senior v.p., strategic planning, for the Tennessee Valley Authority, as part of the power agency's restructuring this year. He previously was v.p. of UtiliCorp United Inc.
Donald E. Gaines was elected treasurer of Puget Sound Power & Light Co. He succeeds Russel E. Olson, v.p., finance, who will retire at the end of the year.
Atlantic Energy Inc. named James E. Franklin II general counsel. He previously was managing director of a law firm where he represented the company as external counsel.
Transco Energy Co. promoted Nick A. Bacile to v.p. and controller, in charge of corporate tax and accounting activities.
R. Scott Amann was elected company treasurer, in addition to his duties as v.p., finance.
The Iowa Utilities Board has appointed Diane Munns general counsel. She has been deputy counsel since 1986.
Robert A. Anclien was named managing partner, Andersen Consulting Worldwide Utilities Industry. He succeeds George M. Hill, who held the position since 1988. Other changes include Larry Levitan, managing partner, Americas; Gill Rider, managing partner for Europe, Middle East, Africa, and India; Bill Hall, Northern Operating Group; Mike Hope, Pacific Operating Group; and John Robbins, South Operating Group.
Ruth A. Fleck was named manager, accounting systems development, for Consolidated Natural Gas Co.
Robert C. Thomas, former chairman and CEO of Tenneco Gas, has joined Cambridge Energy Research Associates as senior associate, focusing on the developing global gas industry.
Michael P. Emmert was named a partner, Midwest Region Special Services Group, for Ernst & Young in Chicago.
Frank E. Fischer is retiring as v.p. and chief electrical engineering officer for Orange & Rockland Utilities Inc. He will become v.p. at AUS Consultants in Moorestown, NJ.
Joseph E. Cofelice will join American National Power Inc., a Houston independent power producer, as senior v.p. He previously was president and CEO of Transpower Inc. William T. Molloy and William J. Murray were named senior v.p.'s. Elaine G. Rollins was promoted to senior v.p. and general counsel.
Steven Burton, general counsel for Sithe Energies Inc., was elected 1995 president of the Independent Power Producers of New York Inc.
Fred Hansen was nominated by President Clinton as deputy administrator of the Environmental Protection Agency. Hansen has been director of Oregon's Department of Environmental Quality for the past decade. Hansen's appointment to EPA's No. 2 post was confirmed by the Senate last month. He replaces Robert Sussman, who has been nominated, but not yet confirmed, for a position on the Nuclear Regulatory Commission.
Walker L. Cisler, former chairman and CEO of Detroit Edison Co., died at age 97 at his home in Grosse Pointe, MI. He served as president from 1951 to 1964, as CEO from 1964 to 1971, and as board chairman from 1964 until his retirement in 1975.
Clive D. Conley, a partner in the utility and energy group at Reid & Priest, died last month of cancer. He joined the firm in 1966 and rose to become chairman of the management committee.
Ronald S. Dungan and Frank J. De Micco were elected senior v.p.'s of United Water Resources Management and Services Co. Walton F. Hill was promoted to v.p., regulatory law. Robert J. Iacullo was elected v.p., rates.
William S. Mistr was elected v.p. and treasurer of Dominion Energy Inc., the independent power subsidiary of Dominion Resources Inc. (DRI). Mistr previously was assistant treasurer at DRI.
Marsh & McLennan Inc. appointed Michael P. Golden, currently managing director, chairman of the firm's global utility unit.
Michael R. Frank joined MFS Communications Company Inc. as senior v.p., human resources. Gary G. Brandt joined the company as v.p., investor relations.
Russell L. Knopp was promoted to district director for the Southwestern District of Michigan Gas Utilities, a division of UtiliCorp United. t
