The American Gas Association elected its board of directors for 1997-98. David W. Biegler, president and COO of Texas Utilities Co., was elected chairman. Richard E. Terry, chairman and CEO of Peoples Energy Corp., was elected first vice chairman and Gary L. Neale, chairman, president and CEO of Northern Indiana Public Service Co., was chosen second vice chairman.

Beth Emery was appointed vice president and general counsel to the California Independent System Operator executive management team. Emery was previously a partner in the law firm of Sutherland, Asbil & Brennan.

Potomac Electric Power Co.'s board of directors elected John M. Derrick Jr., CEO. Derrick will continue to serve as president. Derrick succeeds Edward F. Mitchell, who will remain chairman of the board.

Don Mills, former executive director of the Kentucky Public Service Commission, now holds a position in state banking regulation. Helen Helton will replace Mills. Helton's last position was executive director of the Transportation Cabinet's Office of General Counsel.

Brubaker & Associates Inc. appointed three new consultants: Ali Z. Al-Jabir, who previously worked as an economist for the Public Utility Commission of Texas; James R. Dauphinais, former senior engineer, transmission resource planning at Northeast Utilities; and Robert R. Stephens, former executive assistant to Commissioner Kolhauser of the Illinois Commerce Commission.

Julian W. Banton was elected to the Energen Corp. board of directors. Banton is chairman, president and CEO of SouthTrust Bank.

COO Douglas C. Kane was named executive vice president, chief administrative and corporate development officer of MDU Resources Group Inc.

Thomas J. Aruffo joined Bay State Gas Co. as vice president, information management and technology. Previously, Aruffo was vice president of information systems for Fidelity Investments.

William H. Smith was promoted to senior vice president, business services of PECO Energy Co. Smith replaces Katherine Holland who is leaving for a position outside the company. Smith has served as vice president and group executive of PECO Energy's Telecommunications Group since 1995. Smith is commissioner and vice chair of Philadelphia's Telecommunications Policy Advisory Commission.

Duke Energy Corp. named Richard W. Blackburn executive vice president and general counsel.
