The Nuclear Regulatory Commission has a five-member slate for the first time in over three years. Recently sworn in were Nils J. Diaz and Edward McGaffigan, Jr. Diaz was a professor of nuclear engineering sciences at the University of Florida; McGaffigan, a former foreign service officer, was a senior science and defense advisor to U.S. Sen. Jeff Bingaman (D-NM). William T. Russell, NRC director of nuclear reactor regulation (NRR), retired September 30. Frank J. Miraglia, NRR deputy director, is now acting director; Ashok Thadani, NRR associate director for technical review, serves as acting deputy director.

John H. Clements was named director of the Federal Energy Regulatory Commission's office of hydropower licensing. As part of an effort to streamline the office's operations, two separate divisions were combined into the division of licensing and compliance, headed by J. Mark Robinson.

Two congresswomen have joined the bipartisan House Renewable Energy Caucus: Sue Myrick (R-NC) and Nita Lowey

(D-NY). They become the 99th and 100th members of the pro-renewables group.

Bill Steinmeier, former chairman of the Missouri Public Service Commission and one-time president of the National Association of Regulatory Utility Commissioners, has formed an association of electric utility shareholders, the Electric Utility Shareholders Alliance. The group plans to block attempts to drastically reconfigure the industry through federal legislation.

Barbara L. Matens has joined the Dames & Moore Group. Matens previously managed hazardous waste remediation projects for a national environmental consulting firm.

LG&E Natural, Inc. hired John Yurkanin from AT&T Solutions, Energy and Utility Industries practice, as senior v.p., producer services.

Richard Rudman was promoted to COO of the Electric Power Research Institute. Rudman had worked as senior v.p. of corporate services.

Ronnie M. Botkin has joined the supply and logistics group at Equitable Resources, Inc. as v.p. and COO. Botkin was v.p. and COO at Fuel Resources, Inc., a subsidiary of Brooklyn Union Gas Co.

Bryan S. Townsend, former chairman of Midlands Electricity, plc of the United Kingdom, has joined the GPU, Inc. board of directors. Townsend was replaced as Midlands chairman by James R. Leva, chairman and CEO of GPU. GPU and Cinergy Corp. jointly acquired Midlands this year.

Union Electric Co. announced three promotions: Warner L. Baxter, assistant controller, replaced the retiring controller, Joseph M. Pfeifer; William R. Herr, an information services supervising engineer, was promoted to manager of planning and support for information technology; and Stephen T. Lux, an internal audit supervisor, was named assistant treasurer and manager of investor services.

Enova Energy hired Kellen Winslow, a former San Diego Charger and National Football League Hall of Famer, as business development director.

Yankee Energy System, Inc. hired Steven P. Laden to fill the new position of sales and marketing v.p. Laden was marketing v.p. at Southern Union Co.

Stephen E. Williams was promoted to interim president of CNG Energy Services Corp., succeeding Russell R. Gifford, who retired. Williams was senior v.p. and general counsel at parent Consolidated Natural Gas Co. William M. Hayduk was hired as manager of power planning and analysis at CNG's energy services subsidiary. Hayduk comes from Duquesne Light Co.

Bill Magness was designated as legislative coordinator for the Texas Public Utility Commission's 1997 legislative session. Magness joined the PUC in June as chief counsel in the office of policy development.

Niagara Mohawk Power Corp. promoted Gary R. Jesmain to g.m. of central region electric delivery. Jesmain had been customer service director since 1994. t
